Chiyoda, like her sister ship Chitose, was initially completed in 1938 as a seaplane carrier, with later conversion to an aircraft carrier in mind. Afterwards, only Chiyoda underwent conversion to a deck target carrier, and with the loss of four aircraft carriers at once in the Battle of Midway in 1942, it was finally decided to convert both ships to aircraft
